Ukraine files another lawsuit against Russia over UAH 2.8B in damages caused to Pivdencombank

The Ukrainian Deposit Guarantee Fund has filed another lawsuit against Russia over the damages caused by Russian armed aggression to Ukrainian banks.

The relevant statement was made by the Ukrainian Deposit Guarantee Fund, an Ukrinform correspondent reports.

“The lawsuit was filed over the damages caused to Pivdencombank CB PJSC, totaling more than UAH 2.8 billion,” the report states.

Previously, courts ruled in favor of the Ukrainian Deposit Guarantee Fund in the cases of UFW CB PJSC, totaling UAH 1.9 billion, and a class action involving five banks (Green Bank PJSC, Erde Bank JSC, Ukrgasprombank PJSC, Bank Tavryka JSC and Fortuna-Bank JSC), totaling UAH 498.5 million.

Another three cases are currently being considered by first-instance courts. In particular, this refers to the Fund’s lawsuit against Russia over the damages caused to Promekonombank CB PJSC, totaling UAH 651 million; a class action over the damages caused to Bank Kyivska Rus PJSC, Active-Bank CB PJSC, Energobank PJSC and Bank Petrocommerce-Ukraine PJSC, totaling more than UAH 920 million; and the above lasuit over the damages caused to Pivdencombank CB PJSC, totaling more than UAH 2.8 billion.

At the same time, preparations are underway to file new lawsuits against the aggressor state.

As noted by Ukrainian Deposit Guarantee Fund Managing Director Viktor Novikov, the Fund has no intention to accept the loss of Ukrainian assets. Five lawsuits have already been filed against the aggressor state. The Ukrainian side won two of them, and new lawsuits are being prepared.

“…almost every bank out of more than a hundred that were transferred to the management of the Deposit Guarantee Fund has lost in the occupied territories since 2014 both real estate (mortgaged or directly on the balance sheet) and loans issued to business entities that operated in these territories prior to Russian occupation, as well as securities of issuers registered there, etc. Simply writing off such assets would mean depriving the banks’ creditors and the state of any chance of compensation, and in addition, it would be evidence of Russia’s impunity,” Novikov stressed.

According to the Fund’s preliminary estimates, the total losses of insolvent banks, which were caused by Russian armed aggression between 2014 and the start of the full-scale invasion on February 24, 2022, have reached UAH 84 billion. These estimates are not final, as the evaluation of losses is still underway.

A reminder that, on July 17, 2025, Kyiv City Economic Court fully satisfied the Deposit Guarantee Fund’s claims against the aggressor state of Russia, totaling UAH 498.5 million. The class action involved five banks, namely Green Bank, Erde Bank, Ukrgasprombank, Bank Tavryka and Fortuna-Bank.
