The Ukrainian side has revised the deadlines for adopting laws on the development of the energy sector, which are part of the Action Plan for implementing the European Commission’s recommendations.
The relevant statement was made by the Ukrainian Energy Ministry, following a working meeting on the implementation of the Action Plan as part of Ukraine’s Progress Report under the EU Enlargement Package 2024, which was chaired by Ukrainian Deputy Prime Minister for European and Euro-Atlantic Integration Taras Kachka, an Ukrinform correspondent reports.

In the third quarter of 2025, Ukraine is expected to adopt legislation on the transposition of the Electricity Integration Package (previously scheduled for the first quarter of 2026). In the fourth quarter of 2025, legislation to stimulate investment in renewable energy sources should come into force (previously scheduled for the third quarter of 2026).
In this regard, Ukrainian Energy Deputy Minister Roman Andarak noted constructive cooperation with the Verkhovna Rada of Ukraine.

“Parliament has already supported in the first reading a draft bill on the integration of markets. Another three bills have been approved by the relevant committee,” Andarak said.
He also briefed the meeting participants on the preparation of a draft bill strengthening the guarantees of independence for the Ukrainian National Energy and Utilities Regulatory Commission (NEURC). The document was developed jointly with the regulator and the Energy Community Secretariat. Its adoption will increase the operational efficiency of the NEURC and the transparency of decisions in energy markets.
Separately, the meeting participants discussed amendments to the Customs Code and the Tax Code, as well as the Law of Ukraine ‘On Alternative Types of Fuel’, to bring them into compliance with EU directives, and the creation of a register of plants running on biofuel.
A reminder that the Action Plan, which was endorsed in April 2025, contains more than 380 measures aimed at implementing the European Commission’s recommendations that were stipulated in Ukraine’s Progress Report under the Enlargement Package 2024, as well as the 2023 recommendations of the Commission that were not fully implemented.
