Zelensky reported this on his Telegram channel, according to Ukrinform.

“I had a phone call with President of Costa Rica Rodrigo Chaves Robles. I told him about the situation that arose as a result of the destruction by the Russians of the Kakhovka HPP dam in the Kherson region. It is important to bring the aggressor to justice,” Zelensky said.

He thanked the Costa Rican president for his country’s constant support for Ukraine on international platforms and the introduction of sanctions against Russia.
