Explaining: U.S. assistance, Ukraine-Slovakia relations, heating season in Ukraine

The Center for Strategic Communication and Information Security pursues efforts to provide a brief explanation to foreign audiences on the current topics of particular interest as regards Ukraine.

ASSISTANCE FROM THE UNITED STATES

On 29 January, the Verkhovna Rada began consultations with the EU on supporting programmes previously funded by the US.

● Kyiv appreciates the support provided by the United States Agency for International Development (USAID) and is interested in continuing cooperation.

● The American people and government have the right to audit their aid. But its sudden suspension has created serious problems for Ukraine.

● In particular, the negative effects have affected such critical areas as childcare, support for the energy and healthcare sectors, etc.

● To stabilize key processes affected by the suspension of U.S. aid, Ukraine has begun consultations with the EU on possible replacements for U.S. aid.

● A number of programmes will be funded by Ukraine, including energy, support for veterans and the construction of modern border crossing points.

RELATIONS BETWEEN UKRAINE AND SLOVAKIA

On 29 January, the Slovak Foreign Ministry summoned the Ukrainian ambassador because of Kyiv’s criticism of Prime Minister Robert Fico.

● The Slovak Ministry of Foreign Affairs expressed its ‘strong protest’ to the Ukrainian ambassador regarding the statements of the Ukrainian side. In particular, that Fico was ‘poisoned by Russian propaganda’.

● In early January, Fico threatened to block all EU aid to Ukraine, and on 28 January, he called Zelensky an ‘enemy’ who allegedly harms Slovakia.

● By looking for ‘enemies’ among friendly democratic countries, Fico is trying to shift the responsibility for his own failures in domestic politics onto foreign states and leaders.

● Fico’s pro-Russian course contradicts the European choice of the Slovak people, which has already caused mass protests in the country.

● By attempting to build a ‘special relationship’ with Moscow, Fico is destroying the unity of the European community, which has consolidated around support for Ukraine.

HEATING SEASON

Contrary to some claims, Ukraine has enough gas reserves to last through the current heating season.

● Naftogaz Group officially denies this claim: gas reserves a sufficient to ensure stable heat supply to consumers.

● In addition, Naftogaz imports fuel because of the risks that may arise in a war.

● In 2024, Ukrgasvydobuvannya, a member of Naftogaz Group, increased commercial gas production to 13.9 bcm and commissioned 83 new wells.

● Ukraine is using domestically produced gas for the 2024/2025 heating season.
