Ukraine’s State Special Communications Service reports decrease in critical-level cyberattacks by Russia

Due to the ability of Russian hackers to adapt in cyber warfare, there has been a gradual decrease in the number of cyberattacks with high and critical levels in recent years.

This was reported by Head of the State Special Communications Service Oleksandr Potii, in an interview with Ukrinform.

“Over these years, we’ve observed a trend of an increase in the total number of cyber incidents. If we compare the first half of last year with the same period in 2022, this figure increased to 1,739, but at the same time, the number of high and critical-level incidents has decreased,” Potii stated.

The head of the communications service emphasized that for three years, they have been observing the dynamics of changes in cyber warfare with Russia, as enemy hackers have demonstrated significant adaptability.

“It’s not so much about the number of attacks (although the quantitative characteristics are impressive), but about the ability of enemy cybercriminals to change. It’s about their ability to quickly restructure their operations, change targets, approaches, and improve tools. This is an extremely important experience that needs to be thoroughly analyzed. Because it makes us realize how crucial it is to protect information systems in cyberspace. We must be also aware of the fact that the process of strengthening cyber protection must not stop for a moment. Any slightest pause will give an advantage to the enemy, who is already working on new ways to bypass the protection systems we have,” he added.

Potii also noted that as of February 2025, it is still too early to make predictions about trends for the current year, but the service does not expect a rise in the number of cyberattacks.

“We assume that the number of incidents will remain at the same level as in 2024,” he added.

As previouslyreported, the government’s Computer Emergency Response Team (CERT-UA), which operates under the State Special Communications and Information Protection Service, processed 4,315 cyber incidents in 2024. This is a 69.8% increase compared to the previous year, when cybercriminals attacked the Ukrainian cyberspace 2,541 times.
