
Ukrainian President Volodymyr Zelensky stated that the U.S.-Ukraine agreement on Establishing the Investment Reconstruction Fund, which is expected to be signed today, will open opportunities for the creation of LNG terminals in Ukraine.
The President made this statement during a brief speech at the White House, alongside U.S. President Donald Trump, as reported by a Ukrinform correspondent.
“There were no LNG terminals in Ukraine (terminals for receiving and regasifying liquefied natural gas). This document will open that possibility. More precisely, the next document, but within the framework of this agreement, we see very good conditions for the creation of such terminals,” Zelensky said.
The President emphasized that the creation of such terminals would also be an important aspect for Europe’s security.
“We have the largest gas storage facilities in Europe,” Zelensky highlighted.
As Ukrinform reported, Ukrainian and U.S. delegations are planning to sign a bilateral agreement on establishing rules and conditions for the Investment Reconstruction Fund on Friday.
This Agreement with the U.S. will be a framework agreement. Subsequently, the countries will work on an agreement to establish the Investment Reconstruction Fund, which will require ratification by the Ukrainian Parliament.
Prime Minister Denys Shmyhal clarified the day before that this agreement would have six key points.
First, Ukraine and the U.S. will establish an Investment Reconstruction Fund, which will be jointly owned and managed by both governments.
Second, Ukrainian subsoil and resources will remain under Ukrainian control and will not be transferred to the ownership of the U.S. or anyone else.
Third, Ukraine will contribute 50% of future revenues from its natural resource assets to the Fund.
Fourth, the U.S. will make contributions to the Fund in the form of money, financial instruments, and other assets that are critical to Ukraine’s reconstruction.
According to the fifth point, funds collected by the Fund will be invested exclusively in Ukraine’s reconstruction projects, including the Fund for the future generations of Ukrainians.
The sixth point: the agreement takes into account Ukraine’s obligations within the context of its European integration process.
