Artists, media professionals’ travel abroad: minister Tochitsky comments on Cabinet’s decision

The resolution by the Cabinet of Ministers of Ukraine, which establishes clear rules for artists and media professionals to travel abroad, has officially come into effect.

Minister of Culture and Strategic Communications Mykola Tochitsky announced this during a television broadcast, Ukrinform reports.

“The resolution has already been published and has taken effect. As of today, we have the necessary legal framework to ensure that artists, cultural figures, and media professionals can obtain a letter of support from the Ministry of Culture and Strategic Communications in a fully legal and transparent manner. This is merely a letter of support from the Minister of Culture, while the final decision on permission to leave the country remains with the State Border Guard Service of Ukraine,” Tochitsky explained.

The new regulations specifically apply to men of conscription age working in the fields of culture, cinema, strategic communications, media, and information.

The minister emphasized that conscription-eligible individuals who temporarily travel abroad under the Ministry’s support letters must understand their responsibility.

“They provide a personal written commitment to return to Ukraine within the established period — up to 60 calendar days,” Tochitsky stated.

Earlier, the government, at the initiative of the Ministry of Culture and Strategic Communications, regulated the border-crossing procedures for conscription-eligible artists and media professionals.
