Ukrainian Foreign Minister Andrii Sybiha held a historic first meeting with Bhutan’s Minister of Foreign Affairs and External Trade, D.N. Dhungyel, on the sidelines of the 2025 Raisina Dialogue conference in New Delhi.
Sybiha shared details of the meeting on social media platform X, according to Ukrinform.
“I was pleased to meet with D.N. Dhungyel at Raisina Dialogue 2025. The first ever meeting between foreign ministers of Ukraine and the Kingdom of Bhutan. […] We discussed potential areas for mutually beneficial partnership, particularly in the sphere of energy and infrastructure,” Sybiha said.
He also conveyed best wishes from President Volodymyr Zelensky to His Majesty, the King of Bhutan, emphasizing Ukraine’s interest in expanding bilateral cooperation.

Sybiha expressed gratitude to Bhutan for its support of Ukraine’s sovereignty and territorial integrity, including within the United Nations.
Earlier, Sybiha met with his Philippine counterpart Enrique Manalo at the 2025 Raisina Dialogue conference, where they discussed taking bilateral relations between Ukraine and the Philippines to a new level across multiple areas.
