
The International Monetary Fund in the Memorandum on Economic and Financial Policy within the framework of the Extended Fund Facility (EFF) postponed four existing structural beacons for Ukraine, and added four new ones.
This was reported on Telegram by the head of the Verkhovna Rada Committee on Finance, Tax and Customs Policy, Danylo Hetmantsev on Telegram.
“During the latest EFF review, the Memorandum on Economic and Financial Policy underwent noticeable changes. The deadlines for the four existing beacons were postponed, which indicates delays in the EFF implementation and progress of reforms,” Hetmantsev notes.
In particular, the appointment of the new head of the Bureau of Economic Security has been postponed from late February to late July 2025, and the filing of the bill on the risk of critical third parties in the financial sector – from May to September 2025.
Amendments to the Criminal Procedure Code to strengthen the fight against corruption, in particular in the context of the abolition of the so-called “Lozovyi amendments” (that set deadlines for pre-trial inquiries – ed.), have also been postponed – from December 2024 to July 2025. Hetmantsev emphasized that this beacon has been postponed for the third time.
In addition, the publication of the external audit of the effectiveness of the National Anti-corruption Bureau of Ukraine has been postponed from February to July 2025.
At the same time, four new structural beacons have been added: development of an operational plan for the implementation of the IT strategy for the State Tax Service and the State Medical Service within the framework of the implementation of the National Revenue Strategy – by the end of September 2025; adoption of sectoral strategies in accordance with the new public investment management strategy – by the end of December 2025.
Among the new beacons are also conducting an independent audit of the professional suitability and business reputation of the bonds commission – by the end of June 2025 and reviewing the selection and appointment procedure to the supervisory boards of state-owned enterprises – by the end of August 2025.
“For the next 8th review, which will most likely take place in July, structural beacons on reforms will be submitted with implementation by the middle of this year,” believes Hetmantsev.
He noted that there should be no significant issues with securing most of the structural beacons. However, there are possible challenges on the part of the bonds commission and potential delays in appointing a new head of the Customs Service by the end of June. Hetmantsev considers other obligations, in particular, the submission of the Budget Declaration and the draft law on tax reporting for digital platform operators, to be quite realistic to implement.
As Ukrinform reported earlier, on March 28, the International Monetary Fund Board approved another allocation of funds to Ukraine, in the amount of $400 million.
Over almost two years of the EFF, Ukraine has successfully completed six reviews – the first case in the history of cooperation with the IMF. This allowed attracting about $9.8 billion to the state budget out of the $15.5 billion laid down in the program for 2023-2027.
