Ukraine develops criteria to export defense products to partner countries – Kostenko

Currently, a competent parliamentary committee, the Ukrainian Defense Ministry, the Security Service of Ukraine (SSU), and the representatives of the interdepartmental commission on military-technical cooperation are working on the criteria to export Ukrainian-made defense products to partner countries.

The relevant statement was made by Secretary of the Verkhovna Rada Committee on National Security, Defense and Intelligence, SSU Colonel Roman Kostenko during a program hosted by Ihor Dolhov on Ukrinform’s YouTube channel.

“Currently, we are developing the criteria to export certain Ukrainian-made defense products or their components to partner countries. This is being done by the Committee, the Defense Ministry, the Security Service of Ukraine, and the representatives of the interdepartmental commission on military-technical cooperation. I am confident that a corresponding decision will be made in the near future,” Kostenko told.

In his words, this is the first step towards cooperation with international partners and sharing Ukrainian developments.

At the same time, according to Kostenko, all these processes must take place in the national interests of Ukraine.

“We cannot give everything away so that we ourselves are left without the necessary means. We must also introduce safeguards to prevent our products from ending up in the hands of the enemy, so that some of our developments do not harm our own soldiers in the trenches,” Kostenko stressed.

According to him, exports should only go towards partner countries with end-user certificates, and control over this should be very serious, since “we understand that we can sell products to Africa, and they will end up in Russia.”

As explained by Kostenko, until now, Ukraine’s position was that almost everything used on the battlefield and produced by domestic defense industry companies could not be exported abroad.

“We were afraid that partners, seeing that we have enough of our own resources, might refuse us further assistance. However, now we see growing interest from the partners themselves. Now, we can say that we have created many new enterprises, met our own needs, and there are still capacities left. There are new, exclusive developments,” Kostenko explained.

He emphasized that Ukrainian diplomats should correctly explain to partners Ukraine’s readiness to help, because “the state must show that this is our advantage: we not only think about ourselves, but we are also ready to support partners. We are one, we want to be in NATO, we strive for the European Union, and we are interested in our partners receiving the advanced weapons, which are among the most effective on the battlefield.”

“I hope that this initiative will be developed to a full degree. At the moment, it is around its final stage,” Kostenko added.

A reminder that, in January-March 2025, Ukrainian defense industry companies obtained preferential loans worth UAH 463 million.
