Ukraine’s defense industry grows from UAH 70B to UAH 1.5T – Kostenko

Ukraine’s defense industry has expanded from UAH 70 billion in 2022 to UAH 1.5 trillion in 2025.

SBU Colonel Roman Kostenko, Secretary of the Verkhovna Rada Committee on National Security, Defense, and Intelligence, said this during a program hosted by Ihor Dolhov on Ukrinform’s YouTube channel.

“The only guarantee of our security is our own defense-industrial complex, a well-trained army, and an ideologically prepared population, ready and equipped to resist the enemy. […] In 2022, our defense industry fulfilled state orders totaling about 70-80 billion hryvnias — that reflected its capabilities at the time. In 2023, that figure exceeded UAH 200 billion; in 2024, it was nearly UAH 400 billion; and in 2025, it is prepared to fulfill orders amounting to UAH 1.5 trillion,” he said.

Kostenko said that this growth is not due to inflation or rising prices for certain goods, but rather a result of significant development within Ukraine’s defense-industrial sector.

According to him, this growth involves not only state-owned enterprises but also a large number of private companies that were set up during the war.

He noted that in 2022, most state orders were fulfilled by government enterprises producing specific types of equipment. However, some of those products turned out to be irrelevant to wartime needs. “Now, we have a much broader industrial base,” he said.

“This UAH 1.5 trillion figure represents our current capabilities, including those based on older technologies, which still remain important. For example, repairing tanks remains essential, and that involves repair facilities. In addition, we are actively developing missile weaponry and the drone industry, which is currently growing at a very fast pace,” Kostenko added.
