
The Council of Europe anticipates up to 6 million claims to the Damage Register from Ukrainians affected by Russian aggression.
This was announced by Member of Parliament and head of the Ukrainian delegation to the Parliamentary Assembly of the Council of Europe (PACE), Maria Mezentseva-Fedorenko, in a program hosted by Ihor Dolhov on Ukrinform’s YouTube channel.
“It’s important that accountability for aggression is now directly and practically linked to something every Ukrainian can do on their phone today. Applications for compensation in nine categories — covering both material and non-material losses — can be submitted through the Diia app,” Mezentseva said.
According to her, a European Commission team from the Damage Register has recently arrived in Kyiv, and an official office has been opened in Ukraine to offer consultations to victims.
“Not everyone knows that even if you have already received compensation from the state, you can still submit an application to the Register. These are two separate processes that do not overlap. You can also submit claims to the Register if your situation falls under several categories or even all of them,” Mezentseva-Fedorenko added.
So far, over 20,000 claims have been submitted by Ukrainians to the Damage Register. However, Council of Europe officials have projected up to 6 million claims.
“We must ensure the capacity of this process and not disappoint our citizens. Funding remains a key issue,” Mezentseva noted.
As Ukrinform previously reported, the Council of Europe and the International Criminal Court (ICC) are unable to hold Russia’s top military-political leadership accountable for the crime of aggression against Ukraine under their current jurisdictions.
