
During the second Summit of Ministers of Social Policy, Prime Minister of Ukraine Denys Shmyhal spoke about the key areas of social transformation of Ukraine.

“Ukraine is transforming in all areas, and social policy is no exception. Even in the midst of the war, we continue reforms, adapting our approaches to European standards. During the second Summit of Ministers of Social Policy on “Building a Sustainable Society: Innovative Solutions for Demographic Change,” I spoke about the key areas of our social transformation,” Shmyhal said.
One of these areas is supporting families with children. “We are creating a holistic state policy that accompanies families at all stages – from family planning to the child’s adulthood. This includes access to quality healthcare, pre-school and school education, social services, and targeted financial support,” emphasized Shmyhal.
The next step is to reform the pension system. The key change is the introduction of a funded pension system so that people can build their own retirement savings in addition to the basic state pension.
In the area of building an inclusive labor market, a barrier-free environment is being created for various categories of the population, entrepreneurship and self-employment are being developed, flexible working conditions and remote employment are being introduced, and retraining programs are being launched.
“Active longevity. We are developing a comprehensive policy of active aging. It is about the full inclusion of older people in all spheres of life and creating conditions for their self-realization,” Shmyhal added.
To encourage Ukrainians to return from abroad, the government is developing a comprehensive program of incentives and creating attractive conditions for the return of citizens who have left the country.
“Russia’s full-scale aggression has significantly exacerbated the demographic issue in our country. But the demographic crisis is a common challenge for the whole of Europe. Therefore, I thank all our partners for their solidarity with Ukraine, for their willingness to share experiences and seek answers to common challenges together,” Shmyhal concluded.
As reported, the second international social policy summit in the history of Ukraine, the Ministerial Social Policy Summit, is taking place in Lviv region. It brought together more than 20 high-level representatives, including ministers of the European Union member states, members of the European Commission, and international organizations.
