Without justice in court, there will be no real end to the war. Therefore, every Russian war criminal, including Putin, must be brought to justice.

This was emphasized by Volodymyr Zelensky in his speech at the PACE plenary session in Strasbourg, according to a Ukrinform correspondent.

“Every Russian war criminal must be brought to justice, including Putin. This is the path we must follow to achieve real indictments and real convictions. And I urge you to remain engaged and continue to lead this process, as you have done so far,” the President of Ukraine addressed the Assembly.

According to him, the tribunal is important because only through justice can punishment be inevitable.

“Wouldn’t it be better to focus entirely on weapons, technology, and drones? Of course, military support for Ukraine, tough sanctions against Russia, political pressure on the aggressor — all of this is important. And these are the things that make Russia feel the true cost of this war. Yes, the aggressor must lose. But justice also matters. And it must work so that war criminals have nowhere to hide – neither in Europe nor anywhere else,” Zelensky emphasized.

He expressed his conviction that all Russian crimes must be recorded and the perpetrators punished.

“And justice must work in such a way as to establish the legal principle – no reward for aggression. That is why the crime of aggression must be recorded, condemned, and punished. The Hague is the perfect place for this. The Hague is waiting for justice,” the Ukrainian president concluded.

As a reminder, the Special Tribunal’s office will be located in The Hague.

As reported by Ukrinform, Volodymyr Zelensky visited the Palace of Europe in Strasbourg for the first time in history to sign an agreement with the Council of Europe on the establishment of the Special Tribunal.
