Ukraine, Andorra hold first-ever Prime Ministerial meeting

As part of the UN Conference on Financing for Development, the Prime Ministers of Ukraine and Andorra, Denys Shmyhal and Xavier Espot Zamora, held the first-ever meeting between the two countries at the level of heads of government. During the meeting, they agreed to strengthen bilateral cooperation.

Denys Shmyhal announced the meeting on Telegram, as reported by Ukrinform.

“I had the opportunity to speak with the Head of Government of Andorra, Xavier Espot Zamora, on the sidelines of the UN Conference on Financing for Development. This was the first meeting in the history of our countries at the level of Prime Ministers,” he wrote.

Shmyhal expressed gratitude for Andorra’s unwavering solidarity and support for Ukraine in its fight against Russian aggression.

“We value Andorra’s consistent position in international organizations — the UN, OSCE, and the Council of Europe — in defending Ukraine’s sovereignty and territorial integrity within its internationally recognized borders,” he noted.

The Ukrainian Prime Minister also thanked Andorra for joining the Register of Damage Caused by the War and for participating as an observer in the working group on the establishment of a Special Tribunal for the Crime of Aggression against Ukraine.

He also briefed his Andorran counterpart on the security situation in Ukraine.

“Greater international pressure on the aggressor is needed. We highly appreciate Andorra’s alignment with the EU sanctions policy against Russia. I emphasized the importance of preventing sanctions circumvention and called for enhanced coordination in this area. In addition, Russia must compensate for all the damage it has caused. We are working on a mechanism for the confiscation of frozen Russian assets and their use for the benefit of Ukraine,” Shmyhal stated.

In turn, the Prime Minister of Andorra accepted Shmyhal’s invitation to visit Ukraine in the fall. Both sides agreed to further strengthen direct intergovernmental contacts and cooperation.

As previously reported by Ukrinform, during his working visit to Spain, Prime Minister Denys Shmyhal also met with Odile Renaud-Basso, President of the European Bank for Reconstruction and Development (EBRD). They discussed cooperation in both the public and private sectors.
