June 2025 recorded the highest number of civilian casualties in Ukraine since the start of the full-scale war, with 232 people killed and 1,343 wounded.

These figures were reported by the UN Human Rights Monitoring Mission in Ukraine (HRMMU), according to Ukrinform.

It is emphasized that the number of civilians killed in June is the highest in nearly a year.

The Monitoring Mission noted that long-range missile and loitering munition strikes in urban areas were the main cause of civilian casualties in June, accounting for 53% of all deaths and injuries. Cities such as Dnipro, Kyiv, and Kharkiv saw multiple-casualty incidents with large numbers of wounded. The number of missiles and loitering munitions launched by Russia in June 2025 was 10 times higher than in June 2024.

According to the report, civilian casualties in front-line settlements remain high, mostly caused by short-range drone attacks, particularly in Kherson and Donetsk regions.

The vast majority of civilian casualties (98%) occurred in areas under Ukrainian government control. Casualties were recorded in 16 regions of Ukraine and in the city of Kyiv.

The HRMMU also documented at least 13 attacks on energy infrastructure in June in Ukrainian-controlled territory, and seven in Russian-occupied areas. At least two attacks on energy facilities in Kherson region — on June 11 and 27 — resulted in widespread blackouts and the implementation of scheduled power outages in the city of Kherson.

As previously reported by Ukrinform, the number of children killed or injured due to Russian aggression in Ukraine has tripled over the past three months.
