Statements made by US Special Representative Keith Kellogg during his visit to Ukraine, as well as Donald Trump’s rhetoric about the possible transfer of Patriot systems, may indicate a change in approach to military aid to Kyiv.
This was stated by Oleh Katkov, editor-in-chief of Defense Express, in a comment to Ukrinform.
At the same time, he said, the real significance of these statements will only become clear after concrete actions are taken.
“Everything depends on how these statements are translated into real actions. And that is what determines what Ukraine will receive,” the expert said.
According to Katkov, there are several scenarios for further developments. The first is limited arms supplies through a mechanism whereby the US provides European countries with a list of weapons that can be purchased for Ukraine. However, such lists may not include critically important types of weapons.
“For example, such a list may not include high-precision weapons such as MCI or APKWS missiles, or air defense systems, in particular modern air defense missile systems. Also, we should not expect new fighter jets or armored vehicles,” he explained.
Another option, according to the expert, is to transition to a commercial supply model, where purchases will be made directly under contracts.
“This is already a matter of the defense business, and therefore commercial agreements. In this case, European partners who invest funds will be interested in the best price-performance ratio,” Katkov emphasized.
At the same time, he noted that even this approach has its risks, as it may be limited both politically and technically.
As reported by Ukrinform, US President Donald Trump said on Monday, July 14, that the US would sell weapons to NATO countries so that they could then provide them to Kyiv. According to him, the agreement with NATO provides for the transfer of military aid worth billions of US dollars to Ukraine.
