
The Verkhovna Rada Committee on Finance, Tax, and Customs Policy does not plan to initiate an extension of the tax incentives for electric vehicle imports beyond January 1, 2026.
The head of the committee, Danylo Hetmantsev, announced this on Telegram, according to Ukrinform.
“Many people are asking about the preferential import of electric vehicles. I’d like to remind everyone that the VAT exemption is valid until the end of this year and will not be extended. So if you have the time, means, and motivation, consider purchasing [an electric vehicle] before the end of the year,” he wrote.
Hetmantsev also urged importers to stop “sending envoys and lobbying for this harmful decision.” He stressed that every hryvnia in Ukraine is currently being directed toward the military, and that discussions about VAT exemptions on expensive goods are inappropriate under current circumstances.
On July 15, the Verkhovna Rada adopted the Law “On the Introduction of Amendments to the Tax Code of Ukraine and Certain Legislative Acts of Ukraine Regarding the Stimulation of the Development of the Eco-Transport Industry in Ukraine” as well as the Law “On the Introduction of Amendments to the Customs Code of Ukraine Regarding the Stimulation of the Development of the Eco-Transport Industry in Ukraine.” Both laws are aimed at encouraging domestic production of electric vehicles, charging infrastructure, and related components.
Until January 1, 2026, imports and domestic sales of electric vehicles, as well as new internal combustion engine vehicles powered exclusively by compressed or liquefied natural gas or biogas, are temporarily exempt from value-added tax (VAT).
