Vice PM Kachka to European Commission: Ukraine ready to take steps to align with EU standards

Ukraine’s Deputy Prime Minister for European and Euro-Atlantic Integration, Taras Kachka, assured Gert Jan Koopman, Director-General of the European Commission’s Directorate-General for Neighborhood and Enlargement Negotiations, of Ukraine’s commitment to resolving the situation regarding the National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO) in a transparent manner.

Kachka shared details of their conversation in a post on the social media platform X, according to Ukrinform.

“Had a frank discussion with Gert Jan Koopman. Informed about the situation around law 12414 & emphasized Ukraine’s strong interest in resolving the situation with NABU and SAPO in a transparent way. Ukraine is ready to take further legislative steps to ensure alignment with EU standards,” he said.

Kachka added that the government continues to consult with experts, and he plans to meet with the Chapter 23 negotiation team, which covers judiciary and fundamental rights as part of Ukraine’s EU accession process, to hear their expert opinions.

“Ukraine is ready for further steps — trust and open dialogue with the EU is key,” he said.

On July 22, the Verkhovna Rada passed a law limiting the powers of NABU and SAPO.

Following the vote, NABU Director Semen Kryvonos urged President Volodymyr Zelensky not to sign the bill, stating that the two independent institutions — NABU and SAPO — were being placed under dependent control.

Nevertheless, Zelensky signed the law, which reduces the powers and effectively undermines the independence of NABU and SAPO.

MPs have since launched a signature campaign to initiate a motion to the Constitutional Court challenging the law that restricts NABU and SAPO’s powers.

On July 23, a meeting took place at the Office of the President of Ukraine between Zelensky and the leaders of Ukraine’s law enforcement and anti-corruption agencies.
