The government has appointed Lieutenant General Ivan Havryliuk, Serhii Boiev, Anna Hvozdiar, Colonel Volodymyr Zaverukha, Major Yurii Myronenko, and Oksana Ferchuk as Deputy Defense Ministers.
According to Ukrinform, Defense Minister Denys Shmyhal posted the relevant information on Facebook.
“We are forming a professional and effective team capable of implementing systemic changes in the defense sector in all key areas: from digitalization and logistics to weapons production and international cooperation,” the Minister said.
He noted that each of the deputies will be assigned specific tasks. The first results should be felt as quickly as possible.
First Deputy Minister of Defense of Ukraine Lieutenant General Ivan Havryliuk has extensive experience in leadership positions in the military command of the Armed Forces of Ukraine. Previously, he was an Advisor to the Commander of the Logistics Forces of the Armed Forces of Ukraine and Head of the Logistics Forces Command, as well as Deputy Chief of the General Staff of the Armed Forces of Ukraine. In April-August 2022, he was the head of the Ukrainian working group in the Coordination Headquarters for Assistance to Ukraine in Germany.

Deputy Minister of Defense of Ukraine Serhii Boiev has extensive experience in the fields of economics, strategic planning, industry, and security.

He began his career as an analyst at international financial institutions JPMorgan Chase & Co and Credit Suisse in the United Kingdom. After returning to Ukraine, he worked at Boston Consulting Group Ukraine, as well as in management positions at JSC UkrGasVydobuvannya and NJSC Naftogaz of Ukraine, where he was in charge of strategy, development, and analytics.
Since 2023, he has held the positions of advisor and, later, Deputy Minister for Strategic Industries of Ukraine for European Integration.
In October 2024, he was appointed Deputy Minister of Defence of Ukraine for European integration, and in April 2025, he became First Deputy Minister of Defense of Ukraine.
Deputy Minister of Defense of Ukraine Anna Hvozdar is a volunteer and civic activist. Since 2014, she has been involved in initiatives related to supplying the army, issues of Ukrainian prisoners of war, and families of fallen soldiers.

From 2020 to 2023, she held the position of Director of the Serhiy Prytula Charitable Foundation.
Since September 2023, she has served as Deputy Minister for Strategic Industries of Ukraine. She has extensive expertise in defense manufacturing, innovation, and scaling up the defense-industrial complex.
Deputy Minister of Defense of Ukraine Colonel Volodymyr Zaverukha has 22 years of military service and work in the defense sector.

In May 2025, he was appointed First Deputy Minister for Strategic Industries of Ukraine.
Deputy Minister of Defense of Ukraine Major Yuriy Myronenko has experience in managing large holding companies and deep expertise in the field of drone technology.

He was awarded the Commander-in-Chief of the Armed Forces of Ukraine’s Silver Cross and Steel Cross medals.
In 2023–2024, he headed the State Service for Special Communications and Information Protection. During his year in office, he made significant progress in the technological support of the Security and Defense Forces—together with the Ministry of Digital Transformation, he launched a transparent UAV procurement system, which provided the army with over 1 million drones.
From December 2024 to February 2025, he served as Deputy Minister of Digital Transformation of Ukraine.
In February 2025, he headed the Center for Innovation and Development of Defense Technologies of the Ministry of Defense of Ukraine, where he coordinated the implementation of the DELTA combat system.
Deputy Minister of Defense of Ukraine for Digital Development, Digital Transformation, and Digitalization, Oksana Ferchuk, served as an advisor to the Minister of Defense of Ukraine in 2022, focusing on the digitalization of logistics processes. She coordinated the implementation of the LOGFAS system, to which Ukraine gained full access in 2022, and the launch of the KOROVAI international cooperation platform.

She coordinated the implementation of the medical information system (MIS AFU) in the Medical Forces Command.
Coordinated the implementation of a logistics management system (SAP), including the automation of logistics supply processes (material supplies, fuel and lubricants), weapons supply (ground weapon systems, UAVs, electronic warfare), communications equipment, medical supplies, and contract automation.
Before the full-scale aggression, she was a top manager of well-known Ukrainian logistics and product services, in particular, the director of the Nova Poshta group of companies, the electronic public procurement platform (Prozorro reform), and the Vchasno electronic document management service.
As reported by Ukrinform, Ukrainian President Volodymyr Zelensky announced that on July 24, he approved the updated list of Deputy Ministers of Defense of Ukraine.
