Odesa officially designated as territory of active hostilities

Odesa, along with Izmail, Kiliya, Vilkovo, Chornomorsk, and 119 other settlements in the Odesa region, has officially been granted the status of a territory where military operations are taking place.

This status is defined in Order No. 1151, issued on July 15 by the Ministry of Communities and Territories Development of Ukraine.

The Ministry has updated the national register of areas affected by hostilities, adding seven communities from the Odesa region.

This status permits the establishment of military administrations in the affected cities. Regional military administrations (RMA) will gain expanded powers, including the authority to suspend decisions of local councils, dismiss officials, and reallocate community budget funds. Residents of these areas will also become eligible for the expanded “eVidnovlennia” program, which offers compensation for destroyed or damaged housing.

As previously reported by Ukrinform, a nine-story residential building at 3 Oleksandra Kutozakia Street in Odesa was declared unsafe following a Russian drone strike on the night of July 24.
