Zelensky enacts NSDC sanctions against Poroshenko, Kolomoisky, Boholiubov, Zhevago and Medvedchuk

President Volodymyr Zelensky has enacted the National Security and Defense Council’s (NSDC) decision to impose personal sanctions on a number of individuals.

The corresponding decree, No.81/2025, “On the decision of the National Security and Defense Council of Ukraine dated February 12, 2025 ‘On the application of personal special economic and other restrictive measures (sanctions)” was published on the president’s website, Ukrinform reports.

The sanctioned individuals include Ihor Kolomoisky, Hennadii Boholiubov, Kostiantyn Zhevago, Petro Poroshenko, and Viktor Medvedchuk.

The sanctions include “the revocation of state awards of Ukraine and other forms of distinction, as well as the freezing of assets – temporary suspension of an individual’s or legal entity’s right to use and dispose of assets, as well as assets in respect of which such a person may directly or indirectly (through other individuals or legal entities) perform actions identical in content to the exercise of the right to dispose of them; restriction of trade operations (complete cessation); restriction, partial or complete cessation of transit of resources, flights and transportation through the territory of Ukraine (complete cessation); prevention of capital outflows from Ukraine”.

The decrees states that the sanctions are indefinite.

The day before, Petro Poroshenko, an MP and the fifth president of Ukraine, said that the National Security and Defense Council had imposed sanctions against him.

In his evening video address, President Volodymyr Zelensky said that the National Security and Defense Council on Wednesday decided to bring into account all those who “undermined Ukraine’s national security and helped Russia”. “The billions that were earned, essentially, by selling out Ukraine, Ukraine’s interests, Ukraine’s security must be frozen and must be used to protect Ukraine and Ukrainians,” he added.

As reported by Ukrinform, President Zelensky on February 5 put into effect the NSDC decision to impose personal sanctions on a number of individuals and organizations that contributed to the export of Ukrainian national property from the temporarily occupied territories, as well as on the Russian shadow fleet.
