Russia meets 2024 mobilization plan in TOT by 104% – Coordination HQ

In 2024, Russia fulfilled 104% of its mobilization plan for men on temporarily occupied territories.

This was reported by Head of the Secretariat of the Coordination Headquarters for the Treatment of Prisoners of War Bohdan Okhrimenko in an interview with Ukrinform.

“In 2024, Russia was supposed to mobilize thousands of people from newly occupied territories and those that had been under occupation for some time. According to the Main Intelligence Directorate, this plan has been fulfilled by 104%. They have a plan for mobilization this year as well, involving thousands of people,” he said.

Okhrimenko did not disclose the total number of Ukrainians mobilized in the temporarily occupied territories.

He also shared that Ukraine is working on legislative changes to remove the status of prisoners of war for those who were forcibly mobilized in the occupied territories, should they be captured in Ukraine.

“In international documents and international law, there is a certain legal ambiguity, which is why we are working on amending Decree No. 413 and several other resolutions,” Okhrimenko added.

As reported by Ukrinform, the occupiers have created a registry of Ukrainians in the occupied territories who have not received Russian passports.
