Coordination Headquarters returns 4,578 people from Russian captivity over three years

The Coordination Headquarters for the Treatment of Prisoners of War has returned 4,131 people from captivity through 61 exchanges with Russia and 447 more people outside of exchanges over the past three years.

As reported by Ukrinform, this was announced by the Coordination Headquarters on Facebook.

The Coordination Headquarters was established as a temporary body to coordinate the activities of various government agencies, security forces, and public organizations on March 11, 2022, by Cabinet of Ministers Resolution No. 257. Initially, the headquarters was led by Iryna Vereshchuk, but at the end of May, leadership was transferred to Lieutenant General Kyrylo Budanov, Chief of Ukraine’s Defense Intelligence.

Over three years, following directives from the President of Ukraine and negotiations with Russia, the Headquarters has carried out 61 exchanges.

“As many as 4,131 people have been able to return to their loved ones on land free from Russian occupation. Additionally, 447 of our people have been freed from Russian captivity outside of exchanges,” the statement reads.

The Coordination Headquarters has initiated several important changes aimed at improving work with families. Regional consultation centers have been established in Kharkiv, Mykolaiv, Vinnytsia, and Lviv. A unique information system, as well as a personal account system for families, has been developed and implemented.

Since 2024, due to amendments to the Cabinet of Ministers’ resolution, the organization has also officially taken on cases involving civilian hostages. Additionally, through the work of the negotiation team, the Coordination Headquarters is facilitating the repatriation of fallen defenders’ remains.

Other key areas of work include public reception centers, rehabilitation and reintegration of freed individuals, free legal and psychological assistance, international event organization, and projects such as People of the Future, I Want to Live, I Want to Return to My Own, and I Want to Find.

“But the primary mission of the Coordination Headquarters remains the liberation of military personnel and civilians from Russian captivity,” the organization emphasized.

As reported by Ukrinform, over the three years of full-scale war, Ukraine has returned home the remains of 7,017 fallen soldiers.
