World Bank allocated $51B to Ukraine since start of full-scale war

Since February 2022, Ukraine’s state budget has received over $51 billion in financial assistance mobilized by the World Bank, including $30.7 billion in grants.

This is said in a statement published on the Ukrainian Finance Ministry’s website, Ukrinform reports.

During a working visit to Washington, Finance Minister of Ukraine Sergii Marchenko held a series of meetings with the leadership of the World Bank Group. The parties discussed the implementation of current joint projects, as well as plans for 2025 and future periods regarding the mobilization of budgetary support, the creation of conditions for attracting private investment, and reforms within the framework of cooperation with the World Bank.

Between 2022 and 2025, the World Bank’s active project portfolio in Ukraine reached its largest volume in the history of bilateral cooperation.

In 2024, four PforR projects were launched, with a total funding of USD 2.1 billion. Of this amount, approximately USD 1 billion has already been transferred to the state budget’s general fund this year. In April 2025, an additional $50 million was secured through the THRIVE project, with plans to receive around USD 746 million by the end of the year.

The discussions also covered the specifics of the Development Policy Loan (DPL) program for the current year, aimed at supporting the implementation of reforms in Ukraine. Under the DPL terms, Ukraine receives tranches based on its progress in meeting the program’s requirements.

Following the meetings, Ukraine and the World Bank agreed to strengthen their collaboration through new joint initiatives. These will focus on supporting small and medium-sized businesses in Ukraine, including the IT sector, and developing a mechanism for insuring against war-related risks.

As reported by Ukrinform, the government of Ukraine decided on April 18 to attract an additional $84 million from the World Bank to finance the eVidnovlennia program, aimed at compensating for damaged housing.
