Russia has launched an initiative to map temporarily occupied Ukrainian territories in order to consolidate control over seized lands.

As noted by the FISU, Russia is launching a new initiative to map temporarily occupied Ukrainian territories, seeking to consolidate control over seized lands and create a legal basis for the expropriation of Ukrainian property. Russia’s Ministry of Agriculture has announced a tender worth $4.89 million to create a unified map of farmlands. The bidding is launched on the “state procurement” platform.
The intelligence service emphasized that the project is aimed at formalizing the annexation, in particular through the administrative integration of the occupied regions into the Russian Federation’s cadastral registration system. At the same time, the FISU noted, Russia’s public registers still do not reflect these territories as new cadastral districts have not been created for them.
The documentation provides for the use of data up to 2002, the period before the start of land reform in Ukraine. Modern information is considered “undesirable” due to changes in the ownership structure and boundaries of land plots, the FISU explained.
The intelligence agency emphasized that the Kremlin openly ignores Ukrainian legislation, using manipulative statistics to justify the export of grain and other resources. The report emphasizes that the initiative marks yet another step toward legitimizing the occupation and an attempt to give criminal actions a pseudo-legal shape.
As Ukrinform reported earlier, the Kremlin is making efforts to prepare Russian society and the defense industry for a long war with Ukraine and a possible future contingency with NATO.
