
According to the baseline scenario outlined in Ukraine’s 2026–2028 Budget Declaration, state expenditures on security and defense are projected to reach UAH 1.817 trillion in 2026.
The document was published on the official Government portal, as reported by Ukrinform.
It is noted that defense spending will remain a top budgetary priority given the protracted war, ongoing global instability, and weakening traditional alliances.
For 2027, defense and security expenditures are projected at UAH 1.439 trillion, and for 2028 at UAH 1.384 trillion—based on the assumption of a significant improvement in the security environment beginning in 2026.
These figures include expenditures under medium-term state contracts for the procurement of weapons, military equipment, and ammunition—totaling UAH 134.3 billion in 2026, UAH 124.4 billion in 2027, and UAH 10.9 billion in 2028.
Additionally, the government plans to maintain its practice of providing grant support to defense technology developers through the Brave1 initiative throughout the 2026–2028 period.
The Budget Declaration notes that, in the context of a potential ceasefire in 2026, the Ukrainian government will face the strategic challenge of maintaining its defense readiness and military capabilities to counter continued threats of Russian aggression.
Thus, Ukraine has proposed that its international partners—particularly those within the Coalition of the Willing—establish a dedicated fund to support the financial needs of its security and defense forces.
As previously reported, on June 25, the Cabinet of Ministers approved a bill to amend the 2025 state budget, increasing defense spending by UAH 412.4 billion by the end of the year.
