Keith Kellogg, U.S. President Donald Trump’s Special Envoy for Ukraine, is reportedly planning to visit Rome this week to meet with Ukrainian President Volodymyr Zelensky and attend the Ukraine Recovery Conference (URC 2025).

This was reported by the Kyiv Post, citing two sources, according to Ukrinform.

Kellogg will be part of the U.S. delegation to the conference, which will take place on July 10–11, hosted by Italian Prime Minister Giorgia Meloni. It is currently unclear whether other Trump cabinet members or White House officials will join him.

Both the U.S. State Department and the White House declined to comment on the full composition of the U.S. delegation or on Kellogg’s planned visit.

The conference is expected to be attended by President Zelensky, European Commission President Ursula von der Leyen, German Chancellor Friedrich Merz, Polish Prime Minister Donald Tusk, and other global leaders.

As Ukrinform previously reported, the Ukraine Recovery Conference (URC) will be held in Rome on July 10–11. This will be the fourth such event since the start of Russia’s full-scale invasion, following previous conferences in Lugano (Switzerland), London, and Berlin.

The large-scale gathering will bring together governments, business leaders, international organizations, and civil society to discuss strategies for Ukraine’s rapid postwar recovery and long-term resilience. The conference builds on the Lugano Principles, which define recovery as a whole-of-society effort.
