One of those responsible for preparing the massive missile strike on Ukraine on July 8, 2024, including the attack on the Ohmatdyt Children’s Hospital, was Major Denys Oleksiyovych Sheynov, head of the Special Engineering Service of the 121st Heavy Bomber Aviation Regiment, part of the 22nd Heavy Bomber Aviation Division of the Russian Air Force.
According to a source in Ukraine’s defense intelligence cited by Ukrinform, Sheynov was responsible for organizing the technical preparation of air-launched Kh-101 cruise missiles used by Russia’s strategic aviation during the strike.

Sheynov was born on January 30, 1978, in Saratov, Russia. He holds passport series 6302, number 906672, issued by the Kirov District Department of Internal Affairs in Saratov on March 15, 2002. He graduated in 2000 from the Saratov Higher Military Engineering Command School of the Missile Forces. According to Ukrainian intelligence, in 2018 Sheynov was deployed to the Syrian Arab Republic, where he carried out “special missions”. He has been awarded several Russian military medals, including Medal For Military Valor, 2nd Class (2000), Medal For Excellence in Military Service, 1st Class (2015), and Medal Participant in the Military Operation in Syria (2019).

The head of the Special Engineering Service who prepared the missile strikes on the children’s hospital, where 627 critically ill children were being treated, is married and has a son and a daughter. His wife is Olena Mykhailivna Shabalova, born April 30, 1976.


According to Ukrainian intelligence, the Sheynov family resides at the following address: 12 Batavina Street, Apartment 266, Saratov, Saratov region, Russia.

As previously reported by Ukrinform, in the morning of July 8, 2024, Russian forces launched a massive missile attack across Ukraine. One of the missiles struck Ohmatdyt Children’s Hospital in Kyiv, where 627 children were undergoing treatment at the time. As a result of the attack eight children were injured, two adults were killed, 94 patients were transferred to other hospitals. A boy in intensive care later died from injuries sustained in the strike.
The Security Service of Ukraine (SSU) confirmed that the strike on Ohmatdyt was carried out with a Kh-101 strategic cruise missile. This conclusion has been independently verified by Bellingcat analysts and international experts in nuclear weapons and missile technology.
On July 11, 2024, the organization Information Resistance reported that following the strike, a Russian pilot from the 22nd Heavy Bomber Aviation Division handed over to Ukrainian intelligence classified documents and private photos of the unit’s command staff.
